Entity List

Being added to the Entity List cuts a company off from US-origin chip tools, software, and components unless a special license is granted. It is a heavier penalty than a Pentagon procurement blacklist, which only blocks the US government itself from buying from that company. For a chipmaker, Entity List status can choke off remaining access to foreign equipment and widen the technology gap with rivals.
