Purchasing managers are asked whether output, new orders, employment and inventories improved versus the prior month, and the answers are turned into an index. Because it asks for direction rather than amounts, it lands more than a month ahead of official statistics and is used as an early read on where the economy is heading. But it measures the share of respondents reporting improvement, not the size of it, so a falling index does not always mean activity itself shrank.
