A chip is tested once before it is cut out of the wafer. The probe card is the plate that lands needles on the tiny contact pads to push signals in and read the response. A new chip design needs a new card, so the cards sell before volume production of that product arrives. Stacked products like HBM add test steps, because each layer has to be checked as a known good die before stacking.
