Ground radar cannot see past the horizon because the Earth curves, and airborne early-warning aircraft are expensive and few. Looking down from orbit removes that limit but requires many more satellites. The programme therefore falls to companies that can build and fly cheap satellites in volume, and it creates sizeable demand for firms that both manufacture satellites and launch them.
