It collects repayment records sent by card issuers and banks, builds individual credit files from them and publishes a quarterly report on consumer credit. Because that report counts borrowers who are behind rather than balances that are behind, its figures differ sharply from the New York Fed's for the same quarter. Together with Equifax and Experian it effectively holds the raw material behind US consumer credit statistics.
