One hull is not one unit of capacity: a very large crude carrier and a small tanker carry wildly different loads. That is why a country's weight in shipping is stated as a share of tonnage rather than a count of ships. Since most commodities and energy move by sea, tonnage concentrated in one country means that country's domestic politics feeds straight into freight rates and into whether a sanction can be enforced.
