Unlike unanimity, a proposal passes when at least 55 percent of member states agree and those states account for more than 65 percent of the EU population. Foreign and security policy still runs on unanimity, which is why a single capital can hold up a sanctions decision, and why moving that field to qualified majority voting keeps coming up. For investors it decides how fast and how predictably EU sanctions and rules arrive.
