When prices rise the equity weight overshoots and the fund sells; when prices fall the weight undershoots and it buys. Rebalancing therefore moves against the market. The key point is that the two legs are linked: cash raised by selling into a rally is what funds buying into a decline, so selling less on the way up leaves less firepower on the way down.
