The price sold to institutions and individuals before listing is the offer price, and the gap between it and the first day's market price gets read as the listing's report card. The proceeds fund the company's investments, and existing shareholders gain a path to cash out. Early on, though, the small tradable float can swing the price far beyond what fundamentals justify.
