Ukraine fired its defense minister and its top general six days apart, and the doctrine fight was not the reason

A country at war fired its defense minister and, six days later, replaced its top general as well. That happened in Ukraine on July 15 and July 21.

Why the two became rivals rather than boss and subordinate

After losing Crimea in 2014, Ukraine adopted NATO-style civilian control, putting a civilian defense minister in charge of supervising the military. On the org chart the minister now sat above the commander-in-chief. The reporting line was left as it was. Both men kept reporting directly to the president and taking their orders from him. Move it into a company and it reads clearly. You put the head of investments in charge of supervising the head of trading, then have the chief executive grade both of them personally. To the head of trading, the head of investments is not a boss. He is a competitor.

Why the arrangement held for twelve years

Where the boundaries of authority are vague, a person usually fills the gap. Andriy Yermak, the president's chief of staff, was that person. When the minister and the general collided, the president's office settled it, and when parliament balked, Yermak settled that. In November 2025 Yermak resigned over a corruption scandal in the energy sector. His successor could not do the same work, and the president's office lost its grip on parliament. In a chamber where 226 votes are a majority, the bloc that reliably followed the president shrank from about 250 members to about 130. A structure held up by a person rather than by rules shows its blueprint the moment that person leaves.

Why 16% is the number that matters

What Fedorov touched was procurement. He moved 155mm artillery shells to competitive tender, and the price came down 16%.

That report carries the figure Fedorov gave journalists himself in May. Buying the same shells in the same quantity for 16% less does not mean the shells got cheaper. It means someone had been taking that 16% off the top. So the reform saved budget and cut off an income stream in the same motion.

Why a capable minister becomes dangerous

Same dismissal. One side sees a fight over doctrine, the other sees an empty box in the institutional design. Protests began on July 16, the day after the dismissal. Veterans and serving soldiers led them, and they spread to more than sixteen cities. On July 21 President Zelenskyy met the demand, dismissed Syrskyi and appointed 43-year-old Mykhailo Drapatyi in his place.

In that report Syrskyi points to 743 square kilometers retaken this year as his record, and Fedorov calls Drapatyi a voice for change. The minister's chair is still empty, the confirmation vote delayed by the protests.

So what settles it

The question comes down to one thing. Was this a chain of command being tidied up, or a reform being rolled back. If open tenders widen to drone procurement under Drapatyi and a new minister is confirmed, the first reading holds. If procurement slides back behind closed doors and the ministry stays without a minister, this was the point where the reform stopped. Where institutions work, a capable minister is an asset to the state. Where they do not, there is no legal way to check him, and a capable minister turns into a threat.
