The US Federal Communications Commission is reported to be drafting a rule that would block imports of Chinese optical transceivers used in data centres. An optical transceiver is a finger-sized part that links one server to another over fibre inside the building, and one Chinese company, Zhongji Innolight, holds about 27% of that market.

What exactly gets blocked

The rule does not reach the parts already plugged in. According to the reports, it targets models that still have to be authorised. The FCC controls the authorisation any communications device needs before it can be sold in the US, and it can close the door simply by withholding that authorisation from one supplier's new products. The same agency used that lever on Chinese networking gear last month, and the ban on Chinese humanoid robot imports this site covered earlier went through the same door. No provision for ripping out installed equipment has been reported. So this is less a switch that cuts supply than a device that shortens the list of parts a buyer may choose next.

The weight behind 27%

The company raised $6.8bn listing in Hong Kong last month, the city's largest flotation since 2019. It closed its first day below the offer price, in a week when doubts about AI spending were spreading across the whole market. One way to read that is that the market had already marked down the company's American revenue. In June the Pentagon put the company on its list of firms tied to China's military. That list only bars defence procurement and has no direct hold on commercial data centres, and this rule is an attempt to move the same line into the commercial market.

That report names Coherent and Lumentum as the American firms that would inherit the space, and carries the analysts' view alongside it: neither yet has the manufacturing scale to replace Chinese output in full. Factories grow more slowly than rules do. Ordering tools, installing them and getting yields right takes a length of time that has nothing to do with a publication schedule. Data centres keep going up in the meantime.

What to watch at Zhongji Innolight after August

The fork is whether the draft becomes a rule at all, and whether a clause covering already installed gear is attached when it does. If installed equipment is caught, the company's American revenue falls by more than the market has priced. If the line holds at new models only, what shrinks is the growth rate rather than the money coming in today. Either way the party paying is the data centre operator, and component prices start moving before any rule is settled.
